Biography

Chimène Agashane Bwigule is a monitoring, evaluation, and learning (MEL) specialist with over nine years of experience in impact measurement, data systems, and evidence-based decision-making across major agricultural and development initiatives in sub-Saharan Africa. Her work focuses on strengthening learning systems, improving program accountability, and supporting data-driven decision-making for development outcomes.

She currently serves as Unit Lead and Manager of Monitoring, Evaluation, Learning and Impact Assessment (MELIA) at the African Agricultural Leadership Institute (AALI), where she leads the design and implementation of MEL systems that enhance organizational performance, learning, and strategic decision-making.

She holds strong academic training in development economics, transport economics, and SME management, having studied in Nigeria and the Democratic Republic of Congo, where she completed a Master’s-level degree in Economics. Prior to joining AALI, she worked with the International Institute of Tropical Agriculture (IITA), where she supported and led MEL activities for the Start Them Early Program (STEP) across Nigeria, Kenya, and the DRC. She also served as Training Coordinator within the Youth Agripreneur Office and as a Research Associate, contributing to youth development initiatives in agrifood systems and multi-country impact assessments.

A seasoned professional with strong leadership and analytical skills, she brings a strategic mindset and a passion for driving development in diverse and fragile environments through robust data systems and learning approaches.
